Print a BSSC Summary Report with no vehicle issues

Sometimes the customer needs a BSSC Summary Report even though no issues with their vehicle inspection.

We can add the BSSC to the Service Items in the BSSC Service Item page, then we are able to print the full report showing all items inspected.
